The Colorado Office of Behavioral Health (OBH) partnered with TeleTeachers to facilitate the plan using a hybrid of technology and clinical services. TeleTeachers responded with development of the I Matter platform, using elements of their platform Mira, and with providers to support the clinical aspect of the program.

State of Colorado Office of Behavioral Health leverages TeleTeachers as technology partner for Youth Rapid Mental Health Response

With rapidly growing demand for mental and behavioral health services since the pandemic started, the State of Colorado swiftly responded with the passing of HB21-1258. This Rapid Mental Health Response for Colorado Youth facilitates access to mental health services, including substance use disorder services, for youth to respond to identified mental health needs, including those needs that may have resulted from the COVID-19 pandemic. The program reimburses providers for up to 3 mental health sessions with a youth.

To support this complex initiative, the State of Colorado Office of Behavioral Health needed to enable every youth in the state access to a mental health screening and three follow-on sessions with a clinical provider, if needed, as well as provide a marketplace to facilitate provider onboarding and matching. After scoping the tech build that would be required to create the ideal positive and streamlined experience for youth and providers alike, TeleTeachers’ development sprint began with expert guidance from the State of Colorado Office of Behavioral Health and its partners, leveraging components of TeleTeachers’ platform, Mira, to create a custom technology solution.

Swift platform development to meet expedited timelines The State of Colorado Office of Behavioral Health is utilizing TeleTeachers technology, branded I Matter, to guide youth, or parent-guardians for youth under the age of 12, through an initial mental health screening and match them with the provider that best meets their needs. All phases of design of the platform to development, deployment and testing were completed in ten weeks. TeleTeachers was able to deliver the much needed platform functionality of youth and provider onboarding, therapist matching, telehealth hosting, session management and billing as well as creation of care navigation workflows for continuity of support after the initial sessions.

By letting TeleTeachers handle all things tech development, the State of Colorado and Signal Behavioral Health were able to have all resources focused on its core ability of supporting providers and engaging community-based resources to deliver quality mental health services.

Single strategic technology partner to simplify and expedite the build out TeleTeachers helped the State of Colorado setup and optimize youth and provider onboarding in all 64 counties. TeleTeachers has also helped Signal Behavioral Health maximize operational bandwidth by providing the team with integrated reporting on utilization, automated scheduling and rescheduling of sessions, and guidance on best practices in telehealth platform management.

In addition to serving as the single technology partner to the State of Colorado on this initiative, TeleTeachers has been working to grow its team of clinical, licensed mental health providers to contribute to building capacity and meeting the anticipated demands of the project. TeleTeachers providers are trained and supported in the delivery of telehealth services to maximize the flexibility and effectiveness of the program.

The I Matter program has a statewide public awareness and outreach campaign that includes digital ads on social platforms, such as TikTok and Snapchat, and on-the-ground outreach to schools and youth organizations. Both the awareness campaign and the I MatterColorado.org website were informed by youth feedback.
